If he's Navy, why is his uniform black?Wonderduck to the rescue. The standard winter IJN Officer (and Petty Officer) uniform was a dark navy blue... almost black. See the
second picture here for an example. It's the summer uniform that's white (which is what you're probably thinking of).

Wonderduck, you're probably right.
However, comma, the school is in Hokkaido and it is summer. Plus, the girls all wear Navy dress whites even as the bishie is wearing his winter dark colors.

Another way that it doesn't resemble Sakura Taisen is that they did a sequel with a different set of 5 girls to not conquest. That one was called "Lime-iro Ryuukitan X" and we don't think about what the "X" is supposed to imply.
And based on browsing the official web page for it, and looking at the pictures, this one looks to be even more stupid than the first one.
