Statue 166.370, subsection 2 means a CHL does not allow carrying in a court building. But subsection 3d says the CHL allows concealed carry in many normally forbidden places. (Post offices, airport checkpoints, most Federal property, and reservations are the main examples of other no-carry places.)
Unlike what James writes about in his state, in Oregon someone carrying on private property with a sign prohibiting that (most malls, for example) is committing trespass if they do not leave if asked. The defiance of the sign's request is not in itself criminal.
