The second OVA is a complete waste of time. It seems to be some kind of fad to take characters from period pieces and map them into modern Japanese high schools.
Shukufuku no Campanella did it, too. But on that one, it worked. For one thing, that segment only ran six minutes. The basic gag only had that much material in it. For another, the second major gag in the SnC OVA was that the Tortilla twins were the central characters. And once all the jokes had been made about seeing each character remapped, they closed off that segment and moved on to other things. Plus, they broke the fourth wall.
Fairy Tail, on the other hand, tried to tell a real story. It didn't work.
...and it was a total loss for fan service, too.
