"like a thief in the night" means "sneaky and quiet and unprincipled". It doesn't necessarily imply thievery as such.

1 Well, it does have a strong "furtive" connotation - not necessarily "I am stealing something", true, but definitely "I am doing something that I need to conceal because people would not like it" rather than, say, "I'm preparing a neat surprise and need to keep it secret". For Bob, it's a reasonable thing to say precisely because he is a person who does not like what they were doing. ;p

2 BTW, Evirus e-mailed me that the thief thing is a quote from the Bible referring to the second coming.
