The BD rip of episode 8 of Gochuman wa Usagi Desu Ka just showed up, so I thought I'd visit Rize again

Cocoa comes around the corner just as Rize finishes changing.
And Cocoa says, "Now that's a recipe that lets the ingredients speak for themselves!" I can't figure out if that's really rude or really complimentary, or maybe a bit of both. I guess it's a compliment while being a bit catty.
