It's pure fanservice, and even includes some nudity. NSFW below the fold.
All the characters are in modern Japan, attending the same girl's high school. At this school, the president of the student body is selected via an athletic contest, with each candidate leading a team of four. Kan'u wants to compete, and she and her two friends recruit Koumei to be their strategist. Five other teams compete, and two of them get a "by" into the second round.
The first contest is a three-legged race. The second was scavenger hunt. Those were at the school track, with everyone in white shirts and bloomers.


The next three competitions are at the pool. First one is... strange. Two competitors, one from each team, stand back-to-back on a platform in the middle of the water. They're supposed to knock the other into the water by leaning over, and hitting the other with their butt.
One of the subplots here is that Rinrin and Kan'u ordinarily are best of friends, but they had a spat, and Rinrin is playing for another team. Anyway, she wins this one for her team, beating all four players on the other.
The catch is that they only wear the kind of thing that sumo wrestlers wear. According to the rules, nothing above the waist.

In case you're wondering, no, I'm not going to use that one in the top rotation.
Next is cavalry. Koumei wins this one with stragedy.


And the last event is a relay race.


And the ED is chibis in a restaurant. This is how the most recent anime ended, too, except that the restaurant was traditional instead of modern.
As to the nudity? That'll have to wait for another post.
