Regarding Lucky Star, the commentless Author sez:
What a run. I do not recall any such patchwork of brilliance and mediocrity in the same anime.
Oh, yeah? What about Kamichu?
Of course, my opinion of that series isn't universally held, but I have never seen a series which was remotely as uneven. Some episodes of it (e.g. 9) I watch again and again. Some episodes of it (e.g. 6) I wouldn't watch again even at gunpoint.
