That means you can download without affecting your exchange ratio. It also means it's a good time to seed if you only do so occasionally, since there will be a lot of other people downloading. (You still get upload credit.)

I just noticed that my torrent computer has been maxed out for the last several hours, and figured out why. Usually they begin this before Christmas, but better late than never.
