Whenever you make something idiot-proof...

...they invent a better idiot.

(Or... you can never make something idiot-proof because idiots are so ingenious.)

UPDATE: Though I must admit you'd have to work pretty hard to invent a better idiot than Eleanor Holmes Norton.

UPDATE: TVTropes: "What Does This Button Do?"

1 To be fair, she may not be the most inspired idiot in Washington DC politics.  Sheila Jackson Lee is giving her a run for her money on being dumb.

And Cynthia McKinney is yet another piece of work, but she isn't in the House any more.

(Boy, we're picking on black women a lot. I guess we're all racists.)

3 Perhaps we need some racial balance?  Debbie Wasserman-Shultz is a complete moron.

4 I nominate Judy Chu, both for the sake of 'diversity' and, most importantly, because she is a colossal idiot of a congressional critter.

5 Depending on your reading of his being dumb or a Deadpan Snarker, Cynthia McKinney's replacement is a gem (or maybe that's true either way?); from Wikipedia:

During a House Armed Services Committee hearing on March 25, 2010 concerning the U.S. military installation on the island of Guam, [Hank] Johnson said to Admiral Robert F. Willard, Commander of U.S. Pacific Command, "My fear is that the whole island will become so overly populated that it will tip over and capsize", to which Admiral Willard replied, "We don't anticipate that."

However we can escape charges of racism by noting he's only the 3rd Buddhist in the US Congress!

(More seriously, Johnson at least did a quarter century in the semi-real world field of law before becoming a politician, McKinney's background seems to be solely politics (she and her father simultaneously served in the statehouse) and education.)

Johnson is suffering from a form of liver disease. He's undergoing treatment for it, but the disease and the treatment between them are affecting his brain. I don't laugh at him, because it isn't his fault.

However, he shouldn't be in the house, and I blame the voters in his district for reelecting him when it's blatantly obvious he isn't up to the job.

7 I could easily believe that. I got a chance to experience "chemo brain" personally a few years back. Looking at my blog comments before that, and after, they're like two different people, and the one during chemo was a lot more stupid.

You lose a lot during chemo, in all sorts of ways, and the terrifying thing is, you don't get it all back afterwards... Well, as I console myself, it was still better than dying.
