1 The Army is never going to get the result it's looking for in any handgun caliber until they are allowed use something other than FMJ ammunition. I imagine after years of trials and wasted money in procurement they will end up going with .a 40 S&W platform, which will also underperform neatly in the field while using FMJ ammo.

2 I think you're right, but using hollowpoint would require us to renogotiate the Hague Convention, and there's zilch chance of that happening.
